Canadian DMCA author "promoted"?

I couldn't find the old discussion on Jim Prentice Canadian DMCA that was so thoroughly analyzed by Michael Geist here

I guess the "genius" behind this piece of proposed legislation became apparent even to the Prime Minister and he "promoted" the author to run Environment instead of Industry in the new government

I guess you can't "promote to retirement" straight from the Industry boss chair.
But I'd surprised if he survives another cabinet shuffle.
