eljay got the British version, but then deleted it, but I remember it having been on a Canadian Show (as well?). Your hint: The British version is googleable.

This exercise reminds of a game of Trivial Pursuit we tried to play once without the actual game cards available. It turned into something we later called "ESP" -- you have to give what the questioner thought was the answer, which is not necessarily the correct answer.

BTW, I'll accept the British answer. Not sure about Hugh, though.

Spitting Image is the only UK show with a Canadian remake that I can think of. No idea of the character.
Guess is:
Newscaster, Spitting Image
If I'm right...

Also found a wiki reference to the phrase- but that was BBC Radio.
