Yes, changing all the hosts on 192.168.0.0 would be the proper thing to do. I was trying to say that if you went from 192.168.0.0/24 to 192.168.0.0/23, you don't have to change all of the hosts ASAP, only those on 192.168.0.0 that need to communicate with hosts with 192.168.1.0 addresses.
