internal tv speakers and headphones

My setup is tv (set to "external speaker) optical audio out to an optical splitter going to a soundbar and a digital convertor box to stereo headphones.
My tv does not output to the optical audio out when the internal speakers are used.

My dad wants to get his headphones working with his tv and also use the internal speakers.
I am going to see if his optical out works with the internal speakers but I'm guessing it won't so any other ideas to get headphones working with his tv?
His tv has built-in Netflix so an HDMI audio extractor won't work (I don't think).

An HDMI switch with an optical out to a digital convertor box to stereo headphones and a Netflix box (Roku?) OR a setup like mine (soundbar, etc) are the two options I see.
I hope someone knows of an inexpensive solution.

What model TV???
It should output Optical at all times but may not be set to output PCM Stereo (aka LPCM), which headphones need.

The TV make and model is required to make a determination. It's possible that the TV can be configured to output audio when the TV speakers are active. One solution may be to get a soundbar and duplicate the setup on the other TV. Even a cheap soundbar will likely sound better than the TV speakers. Using the HDMI audio return channel on one of the HDMI inputs is another possibility but that's the last thing I would try.

I specifically got a dolby digital decoder.

I'll get the make and model of the tv.
I hope it outputs digital sound at the same as internal speakers.

A DD decoder should also be able to decode PCM. It's possible, but unlikely, that the DD decoder cannot handle the DD format being sent by the TV. It would help if we had the make and model of the audio decoder as well.

The first thing would be to check if the other TV will output optical audio when the speakers are on. I've seen TVs that do. The issue with that is that the two signals may end up not in sync and that can cause odd sound or an echo effect.

It is a Panasonic Viera tv and the decoder worked with his PVR and Netflix (5.1 movies).

There are MANY "Viera" models.....we need a specific model number.
