Why Doesn't Bell Offer and BYOD discounts in MB?

Hey, I'm a Bell Mobility client in Manitoba. I'd like to stay with Bell and use my existing Samsung Galaxy S4 Mini. I recently decided to order a replacement battery for my phone for about $25 from blueshop.ca after being referred Samsumg Canada Parts. After a lovely call with a Loyalty Specialist, I came to realize that Bell's BYOD prices are exactly the same as their "Lite" Smartphone prices.

I guess this means that I'm leaving Bell for greener pastures @ Virgin, PC Mobility or Public Mobile.

After hearing about the time limited offers that expire on Monday, I decided to make some inquiries into jumping from Bell to try and secure a $40 BYOD plan that offers 500 Canada Wide Daytime Minutes and 1 GB of Data with all the standard features typically offered today. A Fido social media team member confirmed to me (on Saturday evening) that I could get this plan even if its not specifically advertised as being applicable in Manitoba. Today, I tried Bell and their Loyalty Team seemed unwilling to work with me until my Voice-only contract expires on August 27th ~ about 83 days away and even then I believe they don't offer any Manitoba specific Loyalty Plans. I guess I'm going out tomorrow to my local mall to see which mobile providers are willing to work with me if so I'm willing to payout my $33 or so device balance.

If I'm unable to grab that $40 BYOD plan tomorrow, I'm planning on heading to Petro-Canada Mobility at the end of August if they still offer their $15 Text-a-lot plan with a $15 add-on for 500 MB of Data.
