my phone says H+ all the time.

For my MTS 3G phone, I recall my last phone only indicating H+ when I was sending a picture, and always showing 3G when in "standby" prior to that.
is this typical, or would I be eating through a charge faster if it is constantly showing H+ ?
My N7 LTE tablet has a Rogers data sim, shows 3G all the time (there is no 4G/LTE in my local coverage area), unless I call for a e-mail sync or open a browser.

If your phone is actually staying on HSPA+ instead of reverting to UMTS when not in use, then it is likely draining your battery a little bit faster. However, it's probably not actually sticking on HSPA+. Some OEMs force the phone to always show the highest network level it's capable of, even when it's not using that level, just so people get to see the HSPA or LTE symbol they paid for.
