An update to this issue...

I did a clean install now of Outlook 2010 and still will occasionally get this "ENTER NETWORK PASSWORD" prompt from MTS email (hotmail). Sometimes I can go 2 weeks without the issue, other times it will happen 3 times in one day, it's totally random (I have Outlook set to send/receive every 10 minutes).

I've also noticed the same issue on my iTouch using Apple's Mail program and MTS email (hotmail), however, it presents itself slightly differently of course. Something screwy with the MTS/hotmail email servers. Never had this issue until MTS dumped their email and forced us to the free hotmail service.
