Yeah, it's been down for me for several weeks. I figure they were trying to fix some of the problems with it, such as the inability to index the HD channels. I haven't called to ask about it yet, though.
They are apparently waiting on a software patch from Microsoft for the portal. According to the guy I spoke to, the portal was up for about a month late last year, but has not worked for a while due to the need for this patch.
To those who wonder what you're paying for; well, you are getting 50% off a new service that's still in beta, after all. Some hurdles are to be expected.
