If the only requirement is data retrieval, an external USB HDD case may be the best option. I see some being cleared out on Newegg for about $10-$15 with free shipping. I don't see any reviews so don't know how good they are. Search for "Mobile Hard Disk Drive SATA 2.5 Inch USB Case." A USB 3 case should work better if a USB 3 port is available. A USB 2 case may need a power adapter or a special Y-cable for USB 2 ports. The drive could be formatted and used for making backups once the data is retrieved.
Don't know why a SATA to IDE converter is required. (Is the PC that antiquated? The make and model would help.) I wouldn't go that route anyway since SATA to IDE converters usually don't work well. With most newer PCs, the only thing needed is an internal SATA cable. The power supply should have a SATA connector but 4 pin to SATA power adapters are available if not.
