Hard to say. This isnít a national card swap but just for certain problem receivers that are missing channels.

^^ I don't think Bell is only targeting customers with specific receivers. Aside from a 6141, 9241, and 9242, I have two old model 2700 receivers, and their system info screens say "New Card Ready" in green text beneath the Smart Card ID, just as it did during past swaps of all of Bell subscribers' smartcards. And no, the two 2700 receivers in my house are not missing any channels, nor have I ever subscribed to premium packages, sports, pay-per-view, etc.
I'm more inclined to believe what's been suggested on another forum about migrating G3 cards to G4.

I received my new smart cards in June for 6131 and 3100 receivers. I don't know why I received them so early. My receivers were working fine and not missing any channels before the card swap. I can't remember if they were delivered by courier or Canada Post, but I believe I had to sign for them.

Is this still an issue and are new smart cards still being sent out?

I have a single 9241 receiver with no external card. I never lost any channels. And never received a new card.

I still have the message on ch 794 about needing to replace my smart card immediately to access my programming - although the message is only in French now. System Info screen comes up with a green "Good" status, with no messages about new cards under the receiver/card ID numbers.

I know four different persons using Bell Satellite service and none have received new smartcards.Someone on this forum claims to have received his in June. Either its only for a specialized package or a very slow,almost non essential Card Swap.

As I posted above, I did receive the new smart cards in June. My package is the Satellite TV Better with MLB Extra Innings sports add on. It seems very odd that very few people received these, and it looks like Bell has no plans to continue the new smart cards roll out.
