Why doesn't Shaw recieve MTV2 (24-hour music channel, no commercials), Much Loud (heavy metal, punk rock music channel), or Much Retro? I called them about two years back and they said it's exclusive to Rogers. Why can't Chum deliver those channels down here?

It's likely that Rogers and Chum signed an exclusive distribution agreement for those channels to be available only to their Cable BDU.

No channel is allowed exclusivity in Canada... see NFL Sunday Ticket.
However, lack of old CHUM diginets has more to do with bundling than anything else. CHUM wanted their channels bundled, and Shaw/ Starchoice told them to pound dirt. Now with satellite transponder space at a premium... I don't see any major additions for some time.

BTW why would Bell carry it, how they in anyway affiliated with Rogers.
