I think 6412 have 2 HD Tuner inside so supposed it can, but maybe Cable Company donot want you do it in order to try to sell more box?
ExpressVu 9200 Series only have 1 HD Tuner and 1 SD Tuner, it can output 1HD programme+1 SD programme at same time |

Actually the 9200 has two HD tuners (sat), however, the second connection is RF-coax, which is limited to SD.
The 6412 is simply not designed the same way. Many people simply connect a split RF-coax cable line to a second (or third) TV to get the analogue channels. If you want HD on the second TV, you need a second HD box, whether you're on Cable or BEV. It is often possible with the STB to send the same signal to two HDTVs - for example using HDMI for one TV and component video for the other. Edit - I believe the 9200 has a third HD tuner - for ATSC (OTA).
