Default Faulty HD Simsub Log - See Post 1 for Guidance

The old log appears to have been lost in the latest site reorganization. Hugh is looking for it and if found, this new log can link to it or be appended to it. In the meantime - a new log for those that need it:

Please remember to include:

Programme, Date, Time (House, Dec 12, 8PM)
Affiliate affected (ie ABC Buffalo)
Broadcaster (Global, CTV, Etc)
Problem Description (Early start, Not HD, No DD5.1, etc)
Service provider (Rogers, BEV)

Please make sure that you complain to:

- The CRTC

This is a reply I received today from the CRTC for a complaint from early December:

Your concerns are appreciated. As you seem to be already aware, for substitution to take place, the local or regional TV station has to make a request to the cable - or dth satellite tv - company in advance. It is their responsibility - not the station's - to ensure that signal substitution is performed in a manner that is "virtually invisible to the viewer".

We fully recognize that at times small amounts of programming are lost through the use of signal substitution and that this often results in understandable annoyance to television viewers. But such substitution is considered vitally important to our broadcasting system because of its effectiveness in helping to offset the damages that would otherwise be done to Canadian broadcasters through the vast array of U.S. signals distributed by cable, by satellite and other means. That being said, I would note that we do pursue specific complaints about improperly performed signal substitution.
However, our involvement is usually triggered by a specific complaint from the public. Specific complaints are required because we simply do not have the financial or human resources which would be required to launch general programming investigations. There are like 100 instances of complain on this forum...what is wrong with these people?

Personally I find their propoganda about the damages done to Canadian broadcasters tiresome.

Shark, Dec 28,10:00PM, CBS signal sub by Global on Rogers. No audio after about first 5 minutes. Sent email to Global to ask if anyone monitors their signal on their service providers, ie: Rogers. Same to Rogers.
On Dec 6 the CRTC had advised that they ordered Rogers to reply directly to me in 3 weeks on my complaint to them & Global re SNL SD sub. It is 4 weeks now & no reply.

As has been typical of Global simsubs of DD5.1 programming there is no, or very little surround sound from the rear channels. A later viewing of the same programme on Seattle, confirmed the audio deficiency.

57, re your post My name Is Earl, I recorded it on NBC 529 thinking Global might SD it. Knowing what might happen, I purposely checked @ the start of the recording & the screen was blank with no audio. Switched to Global & it was ok. 529 was blank for about 5 minutes till someone @ Rogers clued in. Now I know what the CRTC means when they say signal substitution should be "virtually invisible to the viewer".

I only watched a couple of minutes at about 10 minutes in, just to check. At that time the Global logo was on the NBC channel and it had the "inferior" sound. I always record the Seattle feed to ensure good sound & PQ and watch it the next day.

Affiliates affected: NBC Boston (channel 815) & NBC Seattle (channel 820)
Broadcaster: Global (channel 802)
Problem Description: Poor DD5.1
Service provider: Bell ExpressVu

The announcers can be heard in every front speakers. A viewing of the same programme on Burlington's, VT NBC affiliate (WPTZ-DT) via OTA confirmed the audio deficiency.

I'll send a complaint to the CRTC about this issue (the ninth complaint about this same issue!!). I won't be able to watch the other game tonight. Can anybody report if the broadcast had the same issue so I can include it in my complaint?

Here, NBC East (which is Global simsubbed) has the voices of the announcers coming out of the centre and front speakers. NBC West has them coming out of ONLY the centre channel.

As well, NBC East (Global) has a whole bunch of sounds coming from the rear speakers. NBC West seems to just have the appropriate sounds coming from the rear speakers.

I wonder if Global is using Dolby Prologic or something of the like to create artificial surround sound from either the 5.1 or a 2.0 source. A commercial I just watched on Global came up Dolby Digital 5.1, when clearly it was NEVER recorded in that format!! In fact, the Dolby Digital 5.1 is not even switching off on commercials.

Simsub of the football game was not in effect on either NBC-HD east or west on BEV as of 3 PM PST. I'd like to think our efforts through these logs and subsequent complaints to the CRTC have made them especially sensitive to signal deficiencies from Canadian (re)broadcasters. Now if only the pinheads at Canwest Global could be so proficient. Keep up the good work everyone!
