No, the software does not get upgraded for DST changes. My feeling is that 190 was pushed out to support the new DPP Quad LNB that became available last week.

Some of the current software that was changed on most Dish Pro and Dish Pro Plus receivers are to accommodate the use of the DPP Quad as well as correct an issue for the identification of the DPP44 Switch (originally on my 5100 and 3100 it showed DPP44-500 as the identification code for check switch now when I re-ran check switch it shows only DPP44)

It's also a real shame that a certain percentage of 9242s (most be board revision differences) after taking this update have now started to enter reboot cycles.

Fortunately for a relative of mine I know how to ever the server menu/mem dump screen and perform an NVRAM clear and HD format as well as a smart card hit.

This completely fixed his reboot issues.

Checkout the 9242 thread if anyone with a reboot issue after this update as I posted directions on how to do this.

I sure hope it helps some of you out there because there must be at least a couple thousand 9242s that are in constant reboot state as of tonight. I'm sure the call center is getting a lot of calls.

Just noticed today that 4100 receivers have had a software update they are using E670 now. I haven't noticed any differences yet.

9242's have taken a software upgrade to V191, have not noticed any difference, other than copyright changed to 2012 from 2011, glad they got that issue resolved!

It appears some receiver models have gotton software upgrades.

It'll be interesting to see if they addressed the massively annoying external hard drive PVR function bugs that were added to the 9242 with V190. Not likely, but anything's possible.

Edit: Just tested and all the bugs are still there, with the huge reductions in EHD functionality and making it painfully slllloooooowwwwwwwww to use.
