Securing Carriage?

Please excuse my ignorance, but what from a public standpoint are the steps to make in securing carriage with any of Canada's cable providers - Bell, Shaw, Rogers, etc...? Is there information anywhere on these forums that details points of contact (i.e. gatekeeper names, emails, numbers) of where to start with the respective carriers? Any info, help or doses of reality would be much appreciated.
