It sounds like an excuse. If NHL Network is already available in Edmonton as a paid channel, there's nothing stopping them from authorizing it on your box for a free preview period (not even the DNU).

This differs from how Animal Planet HD (ch 251), for example, was not offered as a free preview in some areas due to the lack of DNU. In those areas, Animal Planet HD wasn't available to anyone due to bandwidth limitations preventing the channel from being offered. That's not the case with NHL Network (ch 158), which is already offered and just needs to be authorized.

I'm even getting NHL network's preview without DNU completion, so it's within your right to ask them to activate it.

If you are on basic cable and HD+ you may have trouble with the analog filters filtering out that frequency. What is the message when you try that channel? If it says "will be available shortly" then you probably need the filters removed (the filters filter out the classic cable channels or some of the sd tiers). I lost several channels on free preview that way, and wasn't able to get them until I went over to the personalizer plan, which meant they had to remove the analog filters (they wouldn't remove them otherwise unless I got those analog tiers or classic cable at $26.00/ month).

I would have assumed that, too, except that Oasis HD is also listed under HD Plus in the legacy PDF and it's obviously not included with grandfathered HD Plus. I'm talking about the now outdated PDF from here, however. I don't know if this difference is indicated in the latest PDF.
