I asked in a Shaw thread whether adding an HD simulcast of one of their channels (YTV) would fall under that rule, but no one seemed to know. Since Bell added Much HD this month while only adding two other channels, I guess they answered it themselves.

Specifically, the heading Vertical Integration which refers to http://www.crtc.gc.ca/eng/archive/2000/PB2000-6.htm - point 42.

The Commission will introduce an access rule applicable to all distributors who carry any Category 2 programming service in which they directly or indirectly control more than 10% of the equity. These distributors will be required to distribute at least five non-affiliated Category 2 services for every affiliated Category 2 service they distribute. For the purpose of this rule, all of the programming signals of a pay-per-view or video-on-demand service will be considered to count as one service.
And here is the quote from the actual Broadcasting Distribution Regulations:

“related programming undertaking” means a programming undertaking of which the licensee or an affiliate, or both, controls more than 10% of the total shares issued and outstanding.

(14) Except as otherwise provided under a condition of its licence, a licensee shall — for each Category 2 service and each exempt third-language service of a related programming undertaking that it distributes in a licensed areadistribute at least five Category 2 services or exempt third-language services, or a combination of at least five of those services, of any unrelated programming undertakings in the licensed area.

YTV and Much aren't cat. 2 channels, so that regulation doesn't apply to them.

Question 82 HD Channels? & Locals on 91.

With the recent moving of the few SD channels(video & audio, non ethnic ones) they appear to have cleared they way for those 40 new locals. A few things?

1) if you already have BTV but live in one those areas that your local is being added?
A)if you only have 91 and at some point after they add your local you decide to HD will they pay for your new dish?
Or
B) Will have to pay for the upgrade.


2)I'm not sure when MPEG4 will start on BTV or if free upgrades will occur or not that I don't know, but assuming for one moment it do get a free up grade.Now I'm not that technical in this area, but with the present HD channels they have on 82 along with these 40 locals(not actually sure these will be HD or not, but assuming they are), with that in mind how many HD channels can BTV put on 82 using this MPEG4?

I know that certain HD channels are not used 24/7 like the Sports PPV HD ones, that aside how many can be put on 82. Now grant you with this MPEG 4 I know BTV can put way more then they presently have, as to PQ that I don't what BTV will do in that aspect.


As for those 40 locals I know BTV promised the CRTC that they add these, the catch here is are they all in HD? The thing here is they promised to add 40 but 40 HD or 40 SD? If you don't have HD will that not go against what they promised to the CRTC that those in that will now be getting their local channel they will be able to get it?

Not exactly sure when this who;e process will begin, but it appears at least they've made room for them?

Any thoughts?

I don't think this move has anything to do with new locals. The number of channels they moved isn't nearly enough to clear space for 40 HDs. And if the new channels are SD, why put them on 82?

im still hoping that most if not all those 40 locals are going to be digital only and not HD.

Im just thinking we have to many canadian networks in HD already. I'd rather Bell concentrate on premium channels i.e. History HD, Speed HD, Movietime HD, HGTV HD ect,ect instead of wasting brandwidth on more canadian networks.

I think it all depends on wear you live. If your locals aren't in HD then you would want them to be in HD. Where I live my two local channel on are BELL TV they aren't in HD yet and I doubt that they will ever be. They have to convert to digital by the end of August.

It looks like it will be available in HD only to English Canadian viewers in Vancouver/Victoria, Toronto/Barrie, Ottawa, London, Windsor and Atlantic Canada on August 31st.

Available in HD for OTA viewers.....no indication if it will be available in September on Bell TV. Should be at least one of them available for the sim-sub money!
