I can watch the channel on regular non high def and the high def channel is blacked out and it even says that in the guide. What the heck is going on?

TCM does not have the rights to some Canadian HD programming they air. The stations that own the rights requested blackouts and got them. TCM will probably obtain the Canadian rights to all their HD programming eventually but in the meantime we are stuck with blackouts.
BTW, this has been asked and answered before.
