Default VOIP - how does it work?

I have recently received a telemarketing phone call from a lady who stated she works for Blue Tone or B-Tone, a new phone company on the market. She also said they have low rates to call Europe and a very good connection (VOIP). The conversation was in may native language and she told me something about VOIP connection, but I didn't understant too much. She also gave me her phone number to call back if I want to sign with Blue Tone.
I wonder how that VOIP works. Also, do you have any reviews for this provider?

There are a few variations but VOIP stands for Voice Over Internet Protocol. When you sign up for some VOIP offerings, such as the Vonage service that I have, you get a small box that you plug into your internet router and you plug a phone into this box (or you plug the box into your phone wiring). Calls made over this service use the internet rather than the phone line into your house. If the VOIP provider was based in Europe there is no reason why you could not have a local phone line in, say Germany, so that your call would go over the internet from your house to Germany and then connect into the local phone network.

In the same way I could take my Vonage adapter that has a 416-Toronto phone number and plug it in to an internet connection in Germany and then make and receive Toronto phone calls for free.
