Default Sound on HD (DD5.1, DD2.0)

I have a home theater system and when I use it for the HD channels I notice
that some of the sound comes in as digital ( the sound goes to all of the speakers ) and sometimes it comes in as stereo and just uses two speakers.
Yesterday when watching the baseball game on Sportsnet, it was in digital and the commercials on that channel were also in digital. The hockey game on TSN2 was in stereo, although both programs were broadcast in HD. Why is this ?

This is because not all programming on the HD channels is DD5.1. The DD2.0 programming is what you're seeing as "stereo", however, if you wish to have it decoded to surround sound, you can invoke Dolby Pro Logic to simulate surround sound on most AVRs/HTiBs. This will work on all DD2.0 signals, however, if the DD5.1 signal is improperly encoded (like it is on PBS most of the time), you will still only hear sound from the LF & RF speakers.

I noticed that Sportsnet HD is in DD 5.1 all the time which is confusing because most of the programming is only in stereo. So if you are ever watching SNET and it says "Dolby Digital 3/2.1" and you can't hear out of the other speakers its just because the channel is always sending out a 5.1 signal even if the programming at said time is only 2/0.

Yes, it is just because Dolby Digital sound system. Both of the answer is clearly right
