Armstrong has been dogged by these allegations for years. The reality is that he's been thoroughly subjected to random and secure testing for his entire career.
Sounds like sour grapes from his competitors who refuse to believe that he's been capable--without doping--of his success. And thus pressure has been put on this agency to keep investigating him...relentlessly.

The problem with the early testing was that EPO and other doping tricks like adding blood were not possible to test for in the years he won. Now there are tests for them and in some cases (not sure if it applies to him) old samples are being tested. When you look at how many people were doping and getting away with it then, it does seem plausible.
It's so disappointing when it turns out that heroes cheated their way to their stature. Also, that at the time, it was felt that the only way to be the best was to dope, because the best were all doping. I think that's even more disappointing.

I have no doubt Armstrong was taking something and many people saw or thought they knew what he was taking. Concluding that it was a banned substance is what everyone seems to be doing. It will be interesting to see what happens if re-testing older samples is conclusive. Especially if the results are marginal.
