In order to receive this service I have to lie about my citizenship. What are the legal ramifications of doing this?

If you have a problem with it then don't do it... it's up to you. I just had an American friend visiting me from NH. He had services like this on his computer and he used it on my IP. There is really no way they can tell who's actually watching.
