From what I have been able to see so far the basic answer is no. Though I haven't looked into modifying ini files as its easier to just disable it. My thought is they shouldn't be using my system to patch others anyways.

I did read on one forum a suggestion to use another program to limit the number of connections it uses but it was a third party program.

Before we disabled it and were in the trouble shooting phase I did notice 2nd hop on tracert would jump to 600ms+ almost constantly while downloading/patching.

For reference also my download according to speedtest.net is 14mbps and upload is 800kbps. I don't recall the upload speed when I was having issues but my download was sank to 5mbps. This is with 2 different computers downloading/patching.

Blizzard's downloader uses bit torrent, unless they've changed it.
