All Nexus S HSPA devices were controlled by Google. Galaxy Nexus devices varied by region. The international versions (including the one that Google sold directly) which run the yakju or takju software variant are controlled by Google. The variant sold by Canadian carriers, including Wind, run the yakjuux software variant and are controlled by Samsung.
Supposedly, yakjuux contains radios that are optimized for Canadian carriers, but the hardware itself is identical, and it's easy to convert yakjuux variants to yakju or takju. |

I got fed up with waiting so I rooted my phone a few months back and installed JellyBean XenonHD ROM (takju). The radio wasn't proper though (it was using a European based one) so I had to flash the baseband to UGLA4.
