From my understanding Teletoon rero licence was given back and they where using Cartoon Network licience as a Cartoon Network/Teletoon Retro combo channel?
on 1 September 2015, TÉLÉTOON Rétro became Disney la Chaîne and TELETOON Retro became Cartoon Network. On the same day, Corus also launched the exempt specialty Category B service Disney Channel.
I was aware of that rule as well and was trying to figure out how they got around it when I found the ownership chart. I saw that a new channel can launch as an exempt Category B service as long as they apply 30 days before launch. I was trying to see how long they could operate as an exempt service since they launched with 10 million subs. I gave up and decided not to waste any more time on it, since the CRTC obviously approved it.
Bell Fibe did/does provide Cartoon Network.They offered it even before Teltoon Retro shut down. They offered both Cartoon Network & Teletoo Retro in SD & HD before all this HOPLA wth rebranding and everything.
Is it possible that Corus launched Disney Channel as a temporary exempt category b service for now but plan for a premium category B licence later that will include Disney Channel, Disney Junior and Disney XD?
About that exempt category b service thing,
I might be wrong but the way i see it, Corus launched a new service on september 1st on free preview until november 30th , for a total period of 3 months and since it's on free preview technically speaking no one subscribed to it yet.

Les Reseau des Combats never launched, no. Was likely meant to be Fight Network in french, but after GSP retired the popularity of UFC (the biggest MMA promotion) has fallen off in Canada and it probably made the french version not worth launching anymore.
If you look at most of the specialty channels, about 90 percent of their programming is filler with a few original programs. Their are only a handful of really good channels.
Has any provider added the Hallmark channel in Canada ? The Channel was CRTC approved as a Category 2 channel back in November 2002. Decent family programming. Not sure why it was never picked up by any provider. Maybe someone has a answer here.
I ask them on there Facebook page last year back in September 2014, they didn't give an answer. I guest they are not interested in Canadian market for now.
It's too bad because they seen to have great shows and movies, specially during the holidays, they are very family friendly compare to most channel on TV these days. I also want that channel too.
How exactly Corus will launch Disney XD and Junior ? do Corus have a licence for those or are those exempt category B services like Disney Channel is right now ?
This decision doesn't seem to fit your original intent of this thread as they are not newly approved channels. Instead the Commission was just authorizing one particular BDU to also carry the channels as they are already carried by other competing BDUs.
I believe it's how they are packed or distributed?
