The other night, I picked up a station 30 around NYC accidently dxing that had 10 channels. (10 channels of pretty much crap content, heh) It depends on the quality of the broadcast they choose to send out. They can also transmit audio only digital channels, which dont take up much bandwidth. 1080i channels take up a lot of bandwidth.
