It's likely they didn't mention City-TV because they're not operating at full power and aren't available in all of the GTA, which by City's standards includes Durham Region.

Anyone in Durham can receive city easily if they point @ T.O.
I receive it off to the side, but I'm more central Durham.

Hugh has already said, CITY-DT wasn't used because he doesn't get a reliable signal for it, but he does get WNED-DT without problem and that is why he used that station...
