In my spare time, these past few weeks, I've looked into the WNYO-DT situation. Unfortunately, I'm not happy with what I've found. For anyone unaware, WNYO has a Temporary Licence to broadcast at 650W although they originally applied for a 500KW licence (1999).
Well, it seems our stupid-ass CRTC has assigned channel 34 to no less than 4 stations in Southern Ontario. One of them, CKCO in Peterborough, is smack dab in the middle of the proposed broadcast area of WNYO. I notice that WNYO has since (2002) ratified their application to use 167KW. Why would the CRTC hand out conflicting channels in such proximity? I'm sure they had other channels they could use. I hope CKCO elects to use a different number when they decide to pursue DTV broadcasting. CITY-DT was originally assigned 66 but requested 53 in their original application due to equipment. Why the big fuss over WNYO? Well, there are actually a few shows I watch on that network that are broadcast in HD. Since neither Rogers nor Bell carry any WB affiliate in HD, WNYO is the only option. |

There are tons of channel assignment issues on both sides of the border. They will all be worked out...in time.

The guy I spoke to at Sinclair broadcasting blames the CRTC and Industry Canada for this low power issue and feels they are deliberately creating these non-existant allotments to match U.S. border allotments so as to force the U.S. station to operate at reduced power levels even though the Canadian allotment doesn't exist. He more or less said the CRTC wants to keep U.S. off-air signals out of Canada and this is their ways of attempting to do it. Their is a treaty with the U.S. and he explained their is nothing he can do to increase the power of WNYO-DT at this time. They may go back to their original assignment of ch-49 for Digital broadcasting when the analog shutoff date occurs if they cant get full power by then. I find late at night i can receive WNYO-DT for short periods of time. I've only once received it in the daytime, but it always makes my light blink on my receiver.

Channel allocations are done by Industry Canada - absolutely nothing to do with the CRTC.

You are right about Industry Canada, but they still have to be approved by the CRTC for ERP. The guy I spoke to mentioned both CRTC and Industry Canada causing these border station issues. Not receiving WNYO-DT is a disappointment at this time, but sooner or later it will be receivable here. We do need a WB HD channel for sure. Maybe Rogers will import WDWB Detroit or quite possibly WNYO-DT is receivable at the Ft. Erie /Buffalo border and can be fibred back to Rogers facility.

CKCO is in Kitchener - actually the TX is in Baden but they have been assigned Channel 7 for Digital. The existing Ch 7 WKBW buffalo has a great O/A signal so imagane the flack when Kitchener powers up HD :-(
