Connected an optical audio cable to the output on my Explorer 8642HD and I find the volume to be quite low compared to other sources such as blu-ray player, etc. Is there a way to boost the volume without having to crank up the volume on my receiver? My receiver is an older one and does not have HDMI.

Go into the settings (press settings twice) go to Audio Range. Change it to "Narrow". This will however compress the audio bringing the loudest and softest sounds closer together. If your 8642 has a different menu, find the audio range settings somewhere.
Many AVRs have an adjustment in the user menu for each input so that you can equalize the volume. Not sure if your AVR has this feature. Useful post - FAQs, Search Tips, Optimization, etc: http://www.digitalhome.ca/forum/showthread.php?t=57741

Is it possible that the volume is turned down on the 8642 itself?

I believe the volume control on the STB usually only affects the analogue audio outputs, not the digital outputs like optical, coaxial audio or HDMI. It's possible that the firmware on Videotron is different from Rogers - in that case set the Audio to "fixed" instead of "variable". This will maximize the audio output level.
