I usually watch The Weather Network in HD, but I'm always finding myself tuning into the SD channel to view the local forecasts. Does anyone have any information when the HD channel will provide this information? Thanks

This likely involves some extra equipment in the cable headend, to insert local information onto the HD channel. Will Rogers do this, don't know. Lets hope they do eventually.

But does TWN even offer the local forecasts in HD? I remember them saying when it the HD channel first started broadcasting that local information will be coming early 2012, but I haven't heard anything new since then.

Is the sound out of sync with the picture like it is on Cogeco?

Not on Rogers. I think the Onus is on the cable provider to offer the local HD feed info. It may already be available to them, but maybe your provider hasn't implemented it yet.
