Default Mouse/Cursor Working on Selective Areas Only

Toshiba Qosmio/Windows 7 64bit H&S/ MS 4000 Wireless Mobile Mouse

My mouse/cursor has become selective in which "areas" the left/right click and scroll functions will work.

I can switch it from one area or "mode" to another by switching the Mouse off and on or manually putting the Qosmio to "sleep" using the Qosmio Start Button and re-starting with that button. The "mode" it changes to is dependant on where the cursor is placed when it is switched of and on.

The areas or "modes" it will work on are:

1. Browser Tabs & Webpages Only
or
2. A single Windows Explorer window only. Even if more than one is open, I have to switch to another to work on it.
or
3. Document Toolbars & Pages Only
or
4. The taskbar and start menu only.

Even afer opening a browser or document from the taskbar I have to switch "modes" to make it work on that browser or document.

Occasionally, after switching the mouse on, or retarting the Qosmio, it will work full function on all areas but it may or may not retain full function when restarting from the next sleep or shutdown.

Coincidentally, the touchpad has the same selective or full function as the mouse. I have tried a MS 3000 Wireless Mobile Mouse with the same results.

I uninstalled/re-installed the MS Intellipoint 8.2 software with no change.

Suggestions??
