RCMP Federal Enforcement Section Investigate Theft of Satellite Pay Television

On May 2, 2012 at 10:00 a.m, the RCMP-Winnipeg Federal Enforcement Section (FES), with the assistance from Industry Canada Inspectors from Montreal and Winnipeg, executed two search warrants simultaneously at locations in Winnipeg.

The searches were in relation to an ongoing investigation under section 327 of the Criminal Code, and paragraph 10(1)(b) of the Radiocommunications Act for Theft of Satellite Pay Television.

One search took place at a business on St. Mary's Road.

The second search warrant was executed at a residence on Lodge Avenue.

A 29-year-old man from Winnipeg was arrested at the residence. He is facing charges under the Criminal Code and the Radiocommunications act.

As a result of the searches, 9 computers and 144 satellite television receivers were seized. This equipment was valued at approximately $26,000.00

In addition, a number of uncertified wireless security cameras were seized. Some of the uncertified devices offered for sale at the store operate on frequencies reserved in Canada for aeronautical navigation and their use could pose a threat to public safety.

More arrests are expected in relation to this investigation. The RCMP-Winnipeg FES investigators will continue to work closely with investigators from Industry Canada on this file.

The RCMP reminds the public that theft of satellite pay television is illegal, as is the sale of equipment modified to intercept television signals illegally.

Just to show how clueless I am towards this topic, I thought satellite piracy ended in 2007.

hummm...9 computers and 144 receivers...sounds like an IKS setup that was busted. Probably the guy that was caught was probably just paid to maintain the place and not the actual people behind it who profited.

You're probably thinking of "private" piracy. So-called "public" piracy using the Internet is thriving, I believe. It's kind of like the drug war: it can never be won with the current approach. The way to win this war is for providers to make pay TV such good value that there is little reason to bother stealing.

they are actually bass ackwards, public iks is near dead while private iks is just really starting to thrive.

I just thought the subject followed nicely to the above discussion on "Internet TV"

Earlier tonight on CNBC, I saw a 5-minute promotion for ORA TV (Carlos Slim and Larry King). Apparently this new network is to be launched sometime this summer. Revenues based on advertising -- no subscription fees. No details on programming. Expectations are some sort of model with Facebook.

Still unclear about it all -- but I would think that there would be some FTA - ITC satellite stream available. Their view is that World-wide Television has been forever changed via internet distribution.

Cooltv and The Country Network, which are Fox Subchannels around here on OTA do their distribution over the internet (during the middle of the nite for the next day's programming/advertising) to the networks that broadcast them OTA as a subchannel. No effort/intervention necessary at all for the OTA Broadcaster.

Just sayin, nothin says that distribution has to be done via satellite, or even leased fiber for that matter.

It was K & W TV service on St. Mary Rd. Some Chinese guy openly selling IKS systems LOL!

I checked out the cameras that they were selling and they were using a Chinese frequency of 1.2 GHz

1.2 GHz is used in Canada and the USA by the newly operable FAA radio-navigation system.

This is not Internet TV streaming or IPTV but satellite piracy pure and simple. These guys had a whole bunch of subscribed satellite receivers associated with either Bell TV or Dish Network accounts and were illegally sharing the decryption keys for specific channels over the Internet to their customers. Customers still had to have a satellite dish but their receiver had to be connected to the Internet at all times in order to receive the decryption keys for the channel they are currently viewing.

K&W? Interesting. Stopped by there about a year and a half ago to see if they had a C-band LNB and the guy gave me a lecture on stealing satellite services! I just walked out never to return. Oh well...

The IC Spectrum Management people in Winnipeg are top notch. Interfering with navigation would be a first priority.
