NFL simsubs when network switches game - Canadian TV, Computing and Home Theatre Forums

It seems like Buffalo CBS switched to the Den/SD game when the NE/Phi game got out of hand. (at least from what I can tell, once citytv dropped the simsub, CBS Buffalo was already showing the den/sd game, while the announcers stated they were going to studio)

Unfortunately citytv sticked with the NE/Phi game, and kept it overtop of Buffalo CBS.

What are the rules here, shouldnt have citytv dropped the simsub once CBS Buf switched games? (Even if BUF CBS did stay with ne/phi, the question is still relevant)
