High ping to US servers - Canadian TV, Computing and Home Theatre Forums

So I was playing a game of Counter-Strike Source, where I usually would never get a ping above 100ms to anywhere in North America, and found my ping fluctuating from 120 to 170ms.

I decided to open pingtest.net, and noticed that my connection to Toronto from here in Vancouver is HALF of the ping connection to Seattle, right across the border. I've never experienced something like this before. I presume it's beyond my control?
