Default ATSC encoding question

I've got a question for the more technically minded folks on the forum.
Let's pretend hypothetical station XYZ has a main channel with HD programming and a sub-channel with SD programming.
The SD sub-channel on this station is only active some of the time and would usually only show a test pattern or some other static image.
Would this station's ATSC encoders dynamically adjust the required bit-rate for each of the channels, or is the bit-rate allocation static for both no matter what is being shown?
