MDU in condo?

I am about to move into a new condo tower. I called Bell's MDU line, and they're saying the building is not wired. However there is a big dish on the roof. I asked the constructor and they told me Bell put the dish up.

I saw a gray box in the wiring closet, with an NAS LMX-42 in it with a wire that seems to be coming from the basement in the input. This box is right next to the Videotron box.

Is there a way to know for sure if the building is MDU? What do you suggest if the constructor and Bev keep throwing the ball to one another?
