Yes. The -11 dBmV is the level of the Forward Data Carrier (FDC) as seen by the STB. The STB communicates with the head end using the Forward and Reverse Data Carriers (FDC/RDC). The FDC level should be around 0 dBmV. The low (orange -11 dBmV) level may be the reason why you are having problem loading the advanced services. You should mention that to Rogers. There might be some sort of left-over filter on your cable feed.
