Briefly, to keep things legal, you'd need to apply for a license to become a Broadcast Distribution Undertaking (BDU) with the CRTC. If you did a search with that term at the CRTC website, you'll likely get more informative hits.
Depending on how close these 10 homes are, you're most likely going to create an RF distribution network (coax) with field amplification. A fibre network isn't necessarily cost prohibitive, but an RF network (coax) with field amplifcation is likely the best bet.
