ciacantdoit 2008-11-13, 05:05 PM Exact same - the internet for the most part has been fine, but the phone has been unbearable!
Today I got them to send me a different voice terminal. I had a Motorola, but switched now to Linksys (rental).
The voice isn't much better and I can't always dial out and it drops calls. They did acknowledge the area was 'saturated' (read: oversold) and that they are having an issue with a routing link and that a new link has been ordered. They had no time of resolution but hoped it would be resolved in 2 to 4 weeks (approx.)
They asked for patience while they work through the issue.
I suspect some will leave and the saturation will naturally subside. I really hope they do work it out though as I really hate Rogers and this price is very good.
On the edge and about to jump back to Roger$
GaryE 2008-11-13, 11:01 PM I was given the same response too about 2 weeks ago... there was too much "saturation" in ottawa and would be looking into it with the next 2 to 4 weeks.
thedube 2008-11-15, 03:49 PM I have had 3web DSL since 2004 and had no major complants, other than being unable to connect from time to time. Then I moved and the real fun started with customer service, I gave 1 month notice for the service to be moved to the new address. After them move I called to question why I couldn't connect and they had no idea that I had moved. It then took a week to get service. Then the long distance didn't get activated at the new address and Bell started to bill me. I have been calling customer service and Bell for the last 5 months trying to straighten it out. If CIA VioP comes to my area I will be concerned about reliability and customer service.
Masula 2008-11-22, 03:20 AM I am seriously thinking of moving from Shaw high speed to 3Web. I was told by my friendw that I will still be on shaw backbone for my high speed. Wondering if I can still keep the shaw e-mail address when I move to 3Web???
Masula see the high speed internet service forum for a thread discussing this. In a nutshell, you can't have a Shaw email address without subscribing to the Shaw service, however, any future questions regarding this should be asked in the HSI forum

Stay away from them. Best advice you can get. CIA staff at the billing depart can not complete a simple task. In the end, you will NOT save any money.
ciacantdoit 2008-12-05, 05:46 PM Is anybody else without internet on 3web cable in Ottawa? They are sending a Rogers tech but wondered if it was just isolated to my house?
GaryE 2008-12-05, 10:58 PM I haven't lost my cable internet service but it continues to be extremely slow in the evening... less than 1meg right now and often drops to like 200kb/s. Seriously thinking about going back to Rogers Cable if they don't fix this issue. They say they are working on it but it's sure taking a long time... grrrr.

Now they are supposed to come on Wednesday...
Seems odd that the connection went down last Thursday for no reason...
There is no construction in the area and no other apparent physical reason?
I wonder if Rogers made an 'administrative error' and disconnected me, and frankly what incentive do they have to reconnect me as 3Web undersells them so much...as a former Rogers customer, I'll go dial-up before I go back to them!
It will be interesting to know why this happened. I'll post a follow-up (if I can actually find out what happened).
kanata 2008-12-20, 01:34 PM The official CIA Local phone (http://www.cia.com) phone adpater is Linksys SPA2102/SPA2100, but you can use Grandstream HT486/HT496/HT502 as well. CIA require the voip router be the first router which is directly connected to your cable modem or dsl modem. Otherwise it doesn't work.
(YOU CAN NOT USE Grandstream 286/386 which doesn't have router function with CIA local phone)
Here are the step by step how to do the configuration:
Step One (Registration)
1. Got to http://www.cia.com to register the Home phone service. Pickup " FREE CIA Home Phone Basic" which is $3.95/month(system access fee). Fill the the registeration form;
2. Select "I already own a Voice Terminal Supported by CIA.", then select "Linksys SPA2102 Voice Terminal" in the drop down list;
3. Select "I'd like to get a brand new phone number from CIA (No Additional Charge)" when you pickup phone number;
4. Make the payment.
AFTER some time, it will be a few hours or a few days, you'll receive an e-mail from CIA which tell you the online account number and the password for CIA phone. THIS IS NOT THE VOIP ACCOUNT NUMBER YET.
Step Two (Config Grandstream Voice Terminal)
1. http://myaccount.cia.com/ and login with the account from CIA. Make sure you phone service status is "Active";
2. Click "Register / Update My Voice Terminal" link;
3. Input the MAC address of your ATA, it can be any MAC address which doesn't conflict with others (i.e. 0123456789012 ). You can find yours on the bottom of Grandstream ATA. Click "Submit MAC Address" button;
4. Open your Internet Explorer (CAN NOT use Firefox) and past this link:

(Replace 0123456789012 with your own MAC you registered in step 3);
5. Follow this screenshot. Don't forget to change the DTMF setting from default to the option in screenshot, otherwise your voice mail will not work properly.

ciacantdoit 2008-12-21, 02:56 AM As promised (a little late). Yes, it was Rogers. They disconnected my cable since they didn't know I was a 3rd party user (CIA). All they saw was that I didn't have cable or internet with them so some 'wise' tech unplugged my cable on the street! The Rogers tech that finally re-connected it said it was supposed to be tagged but it wasn't. He said he did tag it so it shouldn't happen again. So there you have it....seems to be working fine since.
blabber666 2008-12-21, 07:25 PM I have had a Rogers tech disconnect me 2 times as well. First time, I was told the same as you. I wasn't a rogers customer ....reconnected 3 days later when they could get a tech in my area. Supposed to put a note on my connection.
3 weeks later same thing. Except this time the tech was leaving Rogers fliers in the mailbox. Called the number immediately and he came back within the hour. But no problems in the last 7 months. Guess the last time the guy actually did mark the connection!
deuxit 2009-01-19, 05:27 PM I had located the 3web website searching the web. I was looking for an alternate to Rogers.
DSL is not an option for me. Rogers own all the access in my subdivision.
Given what I read here I am not as eager to try 3web/CIA anymore.
Is there another option for Internet service over Rogers cable lines?

I currently have Rogers Internet and Cable TV. I plan on canceling the TV and keeping only the high speed internet.
I do not want phone service just the internet.

jyeung 2009-01-22, 02:36 AM No. The only TPIA provider on Rogers is 3Web/CIA. No one does it because they don't make much money (if at all) as Rogers' wholesale rates are not very good.

fmdream 2009-02-14, 09:05 PM Their offers are good but it is better to avoid VOIP / INTERNET BUNDLE, Currently I am with CIA for DSL Service $29.95 + $7.99 for DRY DSL (Uses Bell Network with 5 MB/sec Download with Unlimited Download) VOIP with Primus $11.95/month. Although Internet through Cable is avaliable for $32.95 (Uses Rogers Network in Toronto, I Hate Download Limit of 60GB, eventhough my usage is around 30GB).
My Only Issue is Customer Service as you will be on hold for atleast 30 Min's.. Waiting for 10MB DSL Service as it is still not avaliable in EAST
mg8765 2009-03-01, 05:08 PM I have been a customer of “ CIA, Cybersurf internet access” for over 4 years. A month ago to decided to use their VOIP services so I called them and they gave me a temporary number until my main number is ported over from Bell Canada. I had that number active for about a week. On Monday Feb. 09, 09 I noticed the line was down. I called them and they opened a ticket to have it fixed and that somebody will call me within 24 hrs. After 48 hrs. no body called so I called them again and they again opened a ticket and same story and another 48 hours when I called again. I knew that if this continued, when my number is ported ,I wouldn’t have a phone and that is exactly what happened. The next Monday my Bell phone was down because I had been ported over to CIA but their phone still not working. I called them again from cell phone and again they opened a ticket and said someone will call me in few hours. I waited but no one called. I call and asked to talk to a supervisor and again they opened a ticket to have their supervisor called me. Again nothing happened. I called again and demanded to talk to the supervisor immediately but I was told that was not an option!!. The day after, still no phone I called again they opened a ticket again and that person was nice enough to follow it up until I got my phone back on around 2:00PM. I called my credit card company and put stop payment on their billings and called bell instructing them to port my line back to Bell which was supposed to take place on Mon. Feb. 23 but they called and said that Cybersurf refused to release the number to them and they scheduled for another attempt for Feb.26. On Feb. 26 I got a phone call from Bell saying that Cybersurf again refused to release my number to them. I call CIA and they said that because of the balance on my account they are holding my number. I said that I would not pay a penny for such service even if I have to get a whole new number from Bell and sent an email for their supervisor Jean Vandal stating the issue and demanded that my number release to Bell within 24 Hours and of course nothing happened. In the meantime, two weeks through the service, I noticed that none of the phone features except call display were working. I called them on Thursday Feb. 26, 09 and they opened and another ticket and said someone will call me. No one called until Sat. Feb 28 I called again and after half hour they called me. Now you be the judge. I found another provider

Everyone there is an idiot that doesn't know thing about computers other thane the basic command in Cmd (ipconfig) and "Oh have you restarted your modem?"
If you get lucky you may get someone half intelligent.
I sufferd a whole week because everyone thier was to stupid to help with my problem and all they could say is "I'll make a ticket"
The problem was that my dns server was set to some designated one that I could change in 20seconds ;_;
powershotpro 2009-07-18, 07:32 PM They love nothing more than to blame problems on the line owner such as Shaw. Through my recent difficulties (I won't elaborate here) I told them that I don't give a sh*t who did what and that Shaw was not my responsibility as a paying customer of CIA, and after threatening to cancel my services and stop payment on my credit card, they got me what I needed. I've used them for years and find that as long as nothing is wrong, the service is great.
powershotpro 2009-07-23, 07:23 PM Don't waste your time with these guys. I was supposed to have my phone/internet installed on July 4. It is now the 23rd and I have internet and can make and recieve phone calls, but.....no voice mail and I can't use automated menus. I have called them 3 times to fix my voice mail and each time they have said unplug the router, wait 2 minutes, plug back in. This has been done and still nothing. The second time I called they said the person responsible for activiating didn't activate it, but it should work now, but it doesn't work. The automated menu thing was fixed the first time I called, but now after my 3rd call and another activation it doesn't work anymore so I can't even call them again to complain. I'm so fed up with these guys that today I switched everything over to Telus. No more fake Australian accent to deal with.
jenom 2009-08-30, 03:25 PM I have a local phone with 3web/CIA/Cybersurf through cable internet (Rogers)
Everything working good, with the only exception that I can not make any toll free calls (1-800-, 1-866-0) through their VOIP local phone line.
Checked my "dial plan" on the Linksys setup, it looks fine, there are no restrictions there !
