I dropped my rogers high speed in April and ended getting the VIP channels (70+ as a result. CNBC h 79) is locked out even though a tech(Ottawa) told me it shouldn't be.

So I'm checking with the real rogers techs, you guys. Is it part of the VIP package?

We don't get the same channel lineups as they do in Ontario. Even though they mail out an ad that says that CNBC is in the VIP package, there's fine print on it that says 'not all channels available in all areas'. I had the same problem with the Treehouse channel. So yes, we are paying the same amount that they do in Ontario, but we get fewer channels.
