In regards to the CBS-E and CBS-W games, it all depends on what they are showing. If CBS-E is a constant game, which I assume it was, then they are showing it in SD, where as CBS-W might have the game, but might be a flex game, meaning they could cut away, then it is in HD. This is how CBS is doing the games this year. The east feed would not have a cut away on it being a constant feed.

CBS can't stream more than 3 HD games or something through their NYC facility. This is how they are doing it this year. It's crappy, but hopefully this is the last year they have to do it.

I was watching some of the Buffalo-New Jersey game on TSN last night, which was broadcast in WS. But when the highlights of that game were shown on Sportscentre, it was 4:3 with borders. Does it make sense that they can't show WS highlights from their own broadcast?

I caught a glimpse of last night's game, and it looked pretty brutal. I suspect they had some sort of issue with their HD feed from Buffalo, which I believe occured once before this season as well, so when it came time for a hilight package, they just decided to cut their losses and use the SD recording.
