Its not that unadvertised. They mention it on page 20 of the Welcome Kit (http://www.starchoice.ca/english/customercare/welcomekit.asp):

That part, however, will vary widely. The only thing you are really guaranteed is the dish - receivers and install depend on other factors.

I called and inquired about one for our winter home in AZ and had no problem.
They sent me my free dish to my BC home via Puralator just this past month, no shipping charge.
