 I jumped on a plan AT&T Wireless (GSM) offered prior to Cingular purchasing them. I get the following:

1600 Minutes
7 PM & Weekend free calls
Canada calling and roaming
Two lines/phones in different US area codes

For the total package I am paying a shy under $130 USD. I am hoping to immigrate to Canada. The mobile services in Canada seem to suck with regards to pricing. Do I have a good deal and should I stick with it long-term if I move to BC. The lack of a BC phone number is not important to me.

The $130 US is not exactly what I can call "cheap", even for 1600 mins. I'm sure you can find some equivalent pricing here, with corporate plans.

If you plan on using it in BC, be very careful about roaming. Once you enter canadian lands, the Cdn roaming partner will take over and you will pay a premium to use your phone here. $1 or more/min is not uncomon, plus, the included mins don't count when you roam outside the US.

If you are looking for a plan, I know Rogers used to offer the North America digital 1 plan, where your mins would be valid anyhere in NA, with free long distance. I'm sure their roaming partners in the US might offer the equivalent.

Canadian rates are expensive. If you are not worried about a local number than stick with what you have.

It is also likely that you will NOT have to pay additional roaming fees. Check with AT&T first because if you do not, than stick with what you have.
