Why are they even broadcasting in an out of band frequency?
They can until December 31, 2011. LP analog above 51 is required to shut off by then. I've never seen but the snowiest signal from it. So that's what they're broadcasting? An analog signal simply saying "Video Trouble"...? Weird.
They, recently it seems, submitted an application to the FCC to use channel 17 and broadcast from the HSBC building. They also have a construction permit to use 34 from GI. Maybe they couldn't work anything out with Sinclair.

THE APPLICANT IS PRESENTLY LICENSED ON CHANNEL 56 AND THIS APPLICATION WILL SATISFY VACATING THE CH. 52 - 69 BAND. THIS APPLICATION WILL ALLOW FOR WBXZ-LP TO CONTINUE OPERATING AT THE SAME SITE AS PRESENTLY LICENSED AND WILL BEST SERVE THE STATION'S CURRENT VIEWERS.

My best guess is maybe their satellite antenna which pulled it off the satellite was blown down or other wise destroyed in a storm?? Again, just a wild guess.
They probably have to transmit something in order to "hold the fort" with the license? some comments regarding WBXZ are in the 2010 Buffalo/Rochester Status Thread,

Maury Markowitz 2011-10-02, 12:23 PM I get an 80% signal strength on WNED/PBS, which is one of the strongest signals I get. However, I don't get any programming. My Sharp LC-52D64U won't even tune to 43.1, .2 or .3. It does tune to 43.4 and .5, but these always say something to the effect of "no programming currently".
Any ideas why this would be? Is there something interesting about this signal?

WNED is sending something out on 43 that my TV thinks is virtual channels 4 and 5. So if I tune to 43, it tries to bring them in.
The rest of the channels, 1 through 3, do have a signal on them. But because of the virtual channel stuff, when you dial them in it changes to 17.1.
So if you're flipping through the channels it's weird, you try to go to 43.4 and that goes to 43.4, but if you go to 43.3 it doesn't know it should flip to 17.3, and instead flips to the nearest number, 43.4.
I still don't know why I get these mystery signals, but I'll simply turn them off in the channel list.

Your TV knows there's something there, but doesn't know how to decode it, so you get a blank screen.

Humbar 2011-10-30, 12:58 PM For those of you having issues receiving WBBZ, they are currently operating at only 10KW due to a damaged transmitter, and will continue to do so for 90 days until they either repair or replace it. Their max ERP is supposed to be 26.9KW. Here is the STA now with the FCC. Another note is that the've been at 10KW since October 1/2011.

Humbar 2011-10-30, 01:02 PM WGRZ has begun broadcasting their local news in HD as of yesterday. No more of that stretched SD stuff. The only holdout now is WIVB
I'm still getting WBBZ as of today, but it did get more diffficult in October. Thanks for this update. That gives me hope for the winter!

So has WROC but when compared with WKBW (Jeopardy) it looks fuzzier. Maybe the feed has changed not the station.
