but, recently i was watching a commercial on cnn, and i was wondering something.

here is my first question: what is the difference between a DVR and a PVR?

2) Why in canada they refer as PVR and in United States as DVR?

3) Which one is the best?

I didn't know if i should of posted here, but i took a chance because it has about pvr.

Well, they are really the same thing. One is a "personal video recorder" and the other is a "digital video recorder".

Here's the acronym FAQ:

http://www.digitalhome.ca/forum/showthread.php?t=17715

These terms can cover a number of items.

PVR - usually refers to something from a service provider.
DVR - can be from a service provider, or purchased "outside" - like a HDD, DVD recorder, etc.

They can be SD or HD, etc.

A chesterfield is still a couch or sofa... ;)

2) Why in canada they refer as PVR and in United States as DVR?
Dishnet (US) sells DVRs and Bell Canada sells PVRs. They are the same devices except for branding.
