What would be the best, cheapest USB TV tuner for an RF coax analog TV signal?
I'm looking for a USB TV tuner for my laptop that comes with software that records also.

look on ebay there are probably lots of really cheap ones on there or on a site like dealextreme.com
Hauppauge makes a lot of decentTV tuners, including one about the size of a thumb drive: http://www.hauppauge.com/site/products/data_hvr950q.html. Even retail you should be able to find something like that for under $100.

The issue with most USB tuners is they don't have a hardware MPEG encoder for analog (NTSC). Not having a hardware encoder means a software encoder is required, using up CPU processing power. One that does have a hardware MPEG encoder is the WinTV-HVR-1950 (http://www.hauppauge.com/site/products/data_hvr1950.html), though its digital tuner isn't as good as some.
