Found on the CRTC site September 3, 2008.APPROVED – Extension of the time limit, to 28 July 2009, to commence the operation of the transitional digital television programming undertaking in association with CIVM-TV Montréal, Quebec, authorized in CIVM-TV Montréal – Transitional digital television licence.
This is the final extension to be granted by the Commission. They are mentionning November 1, 2008 to start CIVM-DT yet they will request to move the transmitter away from Mount Royal first. It takes at least 3 months to get approved I do not understand.

My French isn't so hot, but I'll try to summarize it:

Point 1, no clue what this has to do with delaying HD broadcasting:
In November 2007 they renewed their transmission license for Sept 1st to the 31st 2009.

Point 2:
Talking about how a report in 2005 saying their infrastructure won't be ready for HD transmissions, blah blah blah.

Point 3:
Saying they must work with the government in order to get the equipment for HD transmission.

Point 4:
With all the work we've done since 2005, we can hope to use this license in November 2008 in Montreal

Point 5:
If they get a "ok" to this delay to November 2008, they would like to move their transmitter tower in Montreal to Mount Royal AND add another HD transmission tower in Quebec City.

The point 5 was a bit confusing...but in short, it was just if the decision is "positive", they wish to move the transmitter as well to Mount Royal...I think, that sentence is hard to translate. I THINK it says TO mount royal, the original application doesn't say where their existing tower is:

"The digital undertaking would operate from the existing CIVM-TV tower on channel 27C with an effective radiated power (ERP) of 15,000 watts."
http://www.crtc.gc.ca/archive/ENG/Decisions/2005/db2005-354.htm

So if the original tower is on Mount Royal, it means it is moving away from Mount Royal, if it is somewhere else, it is moving TO Mount Royal LOL!

Before they made this request they already had a license till August 31st 2009 and are saying that they are ready to go on air on November 1 2008 so why asking for a delay?
By the way they now have an extension to 28 July 2009 witch it is before the original deadline of August 31st 2009.

Beats me, although I don't watch the channel so I don't care. Although I'm sure the people in Quebec City will be happy, an extra hd station for them to watch "sometime next year".

It is a great station for repertoire cinema! I can't wait for the OTA feed!

patook I agree with you although "repertoire cinema" is rarely HD.

Anyone noticed CBS signal has gone down to crap, even NBC went down to HALF of what it normally is this morning. Anyone else in the Montreal area?

could be the tropos...
there's a lot of tropo from the Ottawa region
i notice that channel 14 analog Ottawa is causing a drop in the signal on WPTZ DT 14
This morning, Ottawa tropo was strong, CBOT-DT 25 came at 77%...
It seem to cause a drop in signal on the other channels coming from Mt-Mansfield too
I wounder how CBMT-DT 20 will react in tropos days when SUN-TV DT 20 Ottawa will begin it broadcast ??

CBS -DT 53 don't come much of the time these days
PBS-DT 32 is coming in the morning and late in the evening...
same for FOX DT 43

Not for me.
CBS and NBC come in as strongly as usual, but I lost FOX and ABC last night. I often lose some signal on FOX late in the evening, but last night it dropped completely. I wonder if it has anything to do with the cold air.

There are other posts about U.S. signal levels in the Montreal area dropping, so yes it is tropospheric effects.

Today it is the third consecutive day that I notice CBS on 3.1 has dissappeared completely. I did'nt think enviromental effect could last that long. It must be something else also

Just checked my reception and still receiving 3.1 and 3.2 at 100%. I'm in Deux-Montagnes so direct line off sight with Mount Mansfield.

Very strange!

I lost CBS on 3.1 and 3.2 completely. I used to get it at >70%. However I still receive FOX on 44.1 as usual at 60%. Usually Fox is the weakest channel on the UHF for me but this time, it is not affected.

Let's see if others in Montreal have problems with CBS 3.1

Did previous check on my Artec D/A STB. Just checked on my Channel Master D/A STB which gives better reception info, bar and %. And yes 3.1 and 3.2 while being at 100 % most of the time, are dropping to 75% at about 30 second intervals but only for 1 or 2 seconds. This might be enough to affect your reception if was weak to start with. CBS 3.1 and 3.2 are usually a solid 100% for me.
