Also worth mentioning... T-Q and TVO are both non-exclusive french educational channels here in Ottawa. Rogers, Videotron and Bell Expressvu are all carrying TFO.

I seem to recall that TFO's limited broadcast footprint is a rights issue. Should TFO spill over into highly populated areas of Quebec (like Gatineau), TFO would have to pay a lot more for programming rights.
AFAIK, this has nothing to do with the CRTC. In fact, TFO could have a good case for building an Ottawa transmitter -- they could use the CRTC rule that would reuqire Videotron to get TFO's permission before carrying an out of province educational broadcaster. That way, TFO could claim to their suppliers that no more than 10% of the Gatineau population who receive TV OTA would be able to see them in Quebec :-) .

Videotron does not carry TFO on analog basic in Gatineau, only on digital.

From what I believe, TVO is only broadcasting in HD from Toronto & Ottawa. All other sites will only have SD broadcasting.

My interpretation was that the OTA HD signal would be picked up and relayed through the transmitters between Toronto and Windsor (Kitchener, London, Chatham) sort of like in the good old days. She said they would look into upgrading their satellite to HD in the future. Their current satellite feed is 4 mb/s MPEG-2. Maybe they can find a way to at least make it widescreen.
I watched Erika Kramer's presentation again and Ralph is correct.

Toronto, Ottawa - HD
Kitchener, London, Chatham, Windsor - HD via microwave with satellite SD backup
Belleville, Cloyne, Thunder Bay - SD via satellite

I got an answer back from TVO, and they share with me that Multiplexing, is not what they are planning at the present, but not ruling it out in the future. As for TFO, they answered me that they do not own it anymore, so that is not an option. But they are listening to me about Multiplexing, after I talked to Bowling Green PBS.

The guy at Bowling green said that every station should do multiplexing.

TVO Kids would make the most sense.. they can swindle the cable providers into carrying it and get another channel out of the deal.

Most of their schedule is TVO kids already.

TFO does ot belong to TVO anymore.

They could do TVO Classic, with their library of old stuff.

One practical possibility is the Ontario Legislature.

I don't think a channel dedicated to airing foreign programming will fly with regulators.

Post 312 in this thread has the link to the official TVO site where all these details appear. As for Wikipedia, it has tons of absolute garbage on the digital transition (the thing about CKVR going to channel 8 is totally false - that's never been true). I've tried to correct some of it but than someone (a moderator maybe?) restores the misinformation. :-(

TVO's Digital Over-the-air Conversion Plans
TVO will convert directly from analog to digital in nine markets. These include the mandatory markets of Toronto, Kitchener, London, Windsor, Ottawa and Thunder Bay. They also include transmitter sites in Belleville, Cloyne and Chatham, where we are required to cease analog broadcasting because the local channel is between 52 and 69.

Here is our conversion schedule:

■In London, Kitchener, Ottawa and Thunder Bay, TVO will cease analog transmission at 1 am and begin digital transmission at 6 am on Tuesday August 16 on the following channels:
■London: digital channel 18
■Kitchener: digital channel 28
■Ottawa: digital channel 24
■Thunder Bay: digital channel 9
■In Windsor, Chatham, Toronto, Belleville and Cloyne, TVO will cease analog transmission at 1 am and begin digital transmission at 6 am on Thursday August 18 on the following channels:
■Windsor: digital channel 32
■Chatham: digital channel 33
■Toronto: digital channel 19
■Belleville: digital channel 26
■Cloyne: digital channel 44

Quite true but CITY was assigned 51 as a transitional channel. It just shows how badly the transition has been botched in Canada, since it would have conflicted with CHCH analog 51, which serves the same area between CITY's Woodstock transmitter and CHCH's transmitter near Alvinston.

Tweeter, I share your concern but TVO and TFO are separate organizations. Have you contacted TFO? Have you contacted your MPP and the Minister of Education?

TFO does to belong to TVO anymore. That doesn't really matter for multiplexing. What does matter is that both channels are licensed for over-the-air distribution which they are.

I think addressing this through your MPP and the Ministry of Education may be the most appropriate thing to do. Both organizations report into the government through this ministry.

Provincial Election candidates will be coming to your doors shortly after the TVO transition. That will be an excellent opportunity to raise your concerns. :cool:

Remember multiplexing doesn't need to be in place day 1. It can be added later. Many of the US subchannels I get now didn't exist in June 2009 when the US transitioned.

my best results were through contacting someone i found under http://www.otelfo.org/
do some research and find decision makers listed on this site. This is the independent organisation that manages TFO.
EDIT: best efforts means getting actual answers even though not addressing my suggestions for multiplexing with another station.
