I see the $45 Smart Phone plans are actually only $35 in Manitoba, and you get 150 more minutes when compared to Alberta rates. My parents still live in MB, so could I sign up for a MB number, then move it to AB and get the same rate? I know I would need a new number, but would the rate change?

Sure but every local call in AB would be a long distance from MB, or at least roaming fees!

What is this for? Telus or Rogers?

I know it's cheaper with Rogers in MB, SK, and some maritime provinces (small market)..However, when you leave those provinces and move to a "large market" area, you will lose those plans once you get a local phone number. You can try to negotiate a credit though.
