This would require a major over-haul of many cable system headends not to mention the million or so StarChocie receivers that are NOT capible of tuning that type of signal.
For Star Choice receivers, you don't have to do the million or so. Leave the networks from the big cities out of it, and you're left with no more than 75,000 to deal with; maybe even 50,000.
In other words, you change channels that will have the least impact
- small markets (Chicoutimi, Terrance-Kitimat, Lloydminster, etc...)
- cat1/cat2 digital channels with small subscription base (no point naming some but you get the point)
If these are not enough to support the bandwidth required, do all French channels not included in English Bronze.
Not rocket science.
